Roads, Bridges and Construction Traffic
A community guide to routes that must work in real life, not only on a drawing.
A practical checklist for testing construction routes, bridge evidence, HGV assumptions and emergency access.
Residents, farmers, road users, community groups and people preparing planning or inquiry evidence.
Send one safe photograph or three clear sentences about a route problem decision-makers should inspect.
A route is not suitable merely because a vehicle can be drawn along it on a map. Rural roads must also carry school buses, farm machinery, livestock, emergency vehicles, walkers, cyclists, carers, deliveries and ordinary daily life—through harvest, flooding, ice and overlapping construction.
This is public information, not engineering or legal advice. Do not stand in the carriageway, obstruct vehicles or claim that a bridge is unsafe without competent evidence.
Twelve questions to ask first
- What is the complete construction route?
- How many vehicle movements are expected on average and on the busiest day?
- What are the largest and heaviest vehicles?
- Has every bridge, culvert, verge and hidden structure been checked?
- Can two large vehicles pass at each critical point?
- What happens at bends, junctions, schools, farms and places with poor visibility?
- How will emergency access be maintained?
- How will the route work during harvest, flooding, snow and ice?
- What other projects will use the same roads?
- What temporary or permanent road works are needed?
- How will mud, damage, delays, complaints and near misses be recorded?
- Who pays for monitoring, repairs and reinstatement?
1. Demand the full route
Ask for one plan showing delivery origins where known, trunk roads, local roads, bridges, culverts, junctions, holding areas, passing places, abnormal-load routes, ordinary HGV routes, staff routes, emergency routes, temporary works and diversions.
Ask how unapproved shortcuts will be prevented and what happens if the approved route is closed.
2. Count movements honestly
One lorry arriving and leaving creates two movements. Ask for totals, peak days, peak hours and figures for stone, concrete, cranes, electrical equipment, staff, waste, enabling works, commissioning, maintenance and decommissioning.
An annual average can hide a short period of intense local pressure.
3. Identify the real vehicles
Ask for dimensions, gross and axle weights, turning requirements, overhangs, escort needs and frequency. Confirm that swept-path drawings use the largest credible vehicle—not an ordinary articulated lorry standing in for a transformer or specialist load.
4. Bridges, culverts and weak structures
Ask who owns each structure, when it was last inspected, what capacity evidence is relied upon, whether repeated loading and axle configuration were considered, and whether strengthening or parapet works are required.
Use careful wording: ask for competent evidence. Do not declare a structure unsafe from appearance alone.
5. Width, passing places and verges
Record narrow sections, ditches, walls, soft edges, drop-offs, parked vehicles and places where ordinary traffic already waits. A verge is not spare carriageway; repeated overrunning can damage drainage, walls, tree roots, soils and buried services.
6. Junctions, bends and visibility
Ask for swept paths, visibility measurements, approach speeds and seasonal checks. Consider hedges, walls, glare, darkness, mist, rain, snow and vegetation regrowth—not only ideal dry conditions.
7. Schools and vulnerable road users
Ask whether HGV restrictions cover school and nursery arrival and departure, buses, after-school activity, roads without footways, cyclists, walkers, wheelchair users and horses. Restrictions should be enforceable, not merely encouraged.
8. Farms and rural work
Include harvest, silage, milk collections, feed deliveries, livestock crossings, field entrances and agricultural contractors. Ask how queues, convoys and delivery restrictions will coexist with essential farm operations.
9. Emergency access and breakdowns
Ask whether ambulances and fire appliances can pass a stopped abnormal load, what happens after a breakdown, whether there is a credible recovery plan and who can halt construction movements during an emergency.
10. Winter, flooding and human welfare
Ask which sections flood or ice first, where vehicles can wait safely, who decides weather makes a movement unsafe, and whether traffic controls can create long queues, missed appointments, livestock delays or heat and cold exposure.
11. Construction Traffic Management Plan
A useful plan should fix approved and prohibited routes, hours, school restrictions, driver induction, speed controls, signage, banksmen, road cleaning, weather rules, breakdown response, community notices, monitoring, enforcement and repair.
A plan deferred until after consent should still have its essential principles fixed beforehand.
12. Cumulative traffic and road condition
Add together traffic from overhead lines, substations, BESS, quarries, forestry, renewable projects, housing and road works. Compare programmes and ask who coordinates shared routes.
Require a dated baseline of road surfaces, edges, drains, culverts, bridges, walls and passing places, with repeat inspections and a clear route for urgent repair.
What residents can record safely
Useful evidence includes pinch-points, road width, passing behaviour, flooding, ice, blind bends, school-bus use, farm movements, walking and cycling, existing HGV difficulty and emergency-access concerns.
Record the date, time, location, direction, weather, what happened, how long it lasted and photographs from a safe lawful place. Do not photograph while driving or publish identifiable children.

Evidence labels
- Verified fact: confirmed by an official record, plan or competent assessment.
- Reported local concern: an observed issue requiring consideration or corroboration.
- Pattern evidence: an example from elsewhere showing a possible risk or control.
- Question for authorities: a material point still unanswered.
Road suitability must be demonstrated using the real vehicles, real structures, real seasons and real community use—not an idealised line on a map.
What this guide does not say
- that every rural road is unsuitable;
- that every HGV movement is unacceptable;
- that a photograph replaces a Transport Assessment;
- that residents can determine bridge capacity by looking;
- that an absence of recorded collisions proves safety.
