River, Water and Private Supplies
A community guide to water that flows beyond planning boundaries.
A checklist for rivers, burns, groundwater, drainage, private supplies, monitoring and incident response.
Residents, farms, water users, anglers and people contributing local catchment evidence.
Privately record one spring, well, burn, culvert, flood route or supply that a project map must not miss.
Water does not respect a red-line boundary. Rain falling on a compound can reach a ditch, burn, river, groundwater, spring, private supply, farm or fish habitat. Roads, trenches and foundations can change both water quality and where water flows.
This page is public information, not hydrological, health or legal advice. Do not enter polluted, deep, fast or floodwater to gather evidence.
Twelve questions to ask first
- Where does water enter, cross and leave the whole development area?
- Has every burn, ditch, culvert, spring, well, borehole and private supply been identified?
- What is known about groundwater flow?
- Were quality and quantity measured before work?
- Was the baseline measured across seasons and weather conditions?
- How will clean water be separated from dirty construction water?
- Where will silt, concrete water, fuel or contaminated firewater go?
- Could roads, trenches or foundations redirect groundwater?
- How will crossings protect riverbeds, banks and fish passage?
- What triggers alert, stop-work and recovery action?
- Who provides immediate safe alternative water if a supply changes?
- Who monitors, repairs, reports and pays?
1. Map the whole water system
Ask for one map covering rivers, burns, seasonal channels, ditches, culverts, drains, springs, wells, boreholes, pipes, wetlands, floodplains, groundwater-dependent habitat, peat, crossings, access roads, trenches, compounds, outfalls, storage and containment.
A dry ditch is still part of the water system.
2. Identify every private supply
Supplies may come from springs, wells, boreholes, rivers or lochs and may serve homes, farms or businesses. Developers should not rely on one public register: direct engagement with owners, tenants, users and Environmental Health is needed.
Keep exact locations secure and include source, collection area, pipes, tanks, treatment, users and previous problems.
3. Understand groundwater pathways
Ask what lies near each supply and how groundwater reaches it. Distance circles are only a starting point; fractured rock, trenches, dewatering and drainage can create pathways not obvious on a flat plan.
4. Establish a real baseline
Record quality and quantity, source and catchment condition, photographs, flow or yield, water level, seasonal change, rainfall, drought and flood history, treatment and previous test results.
For burns and rivers use upstream, downstream and suitable control locations before, during and after construction.
5. Sample properly
Ask who designed and collected samples, where and when they were taken, whether the water was raw or treated, weather and flow conditions, laboratory accreditation, parameters and repeat sampling.
Do not compare different methods or locations as if they are directly equivalent.
6. Measure quantity as well as quality
A supply can remain chemically clean but fail if its flow falls. Ask for normal, low and drought flow, storage, users, livestock or business demand, pumping recovery and historic interruptions.
“Water was flowing on the survey date” is not evidence of long-term resilience.
7. Source, pathway and receptor
For each risk identify the source—such as soil, concrete, fuel, drilling fluids or firewater; the pathway—such as runoff, drains, groundwater or trenches; and the receptor—such as a supply, river, wetland, livestock or spawning ground.
8. Sediment, drainage and crossings
Ask how clean water is diverted, dirty water treated, controls sized for heavy rain, stockpiles stabilised, silt removed and work stopped if treatment fails.
Crossings should avoid harm where possible, retain natural beds and banks where appropriate, maintain flood and wildlife passage and include temporary works and post-flood inspection.
9. Roads, trenches and foundations
Linear works can intercept groundwater, speed runoff, damage field drains, dry wetlands or move springs. Ask how natural flow will be maintained and how altered hydrology will be detected.
Visual reinstatement does not prove water movement is restored.
10. Monitoring and stop-work rules
Fix locations, parameters, frequency, equipment, baseline period, reporting times, alert and stop-work thresholds, named responsibility, corrective action, restart authority and public reporting before work begins.
A threshold without an action is only a number. An action without a named decision-maker is only a hope.
11. Private Water Supply Protection Plan
For each potentially affected supply, record users, secure source location, catchment, pipes, baseline quality and yield, nearby works, pathways, monitoring, trigger levels, emergency contacts, alternative supply, repair, compensation and follow-up.
The alternative must meet household, livestock and business needs—not only provide a few bottles of drinking water.
12. Cumulative catchment effects
Assess overhead lines, access roads, substations, BESS, quarries, forestry, renewable projects and other works affecting the same river, tributary, groundwater body or private supplies.
Water does not separate impacts according to application reference numbers.
If a private supply changes
- Record the date and time.
- Photograph the water and source where safe.
- Note weather and nearby work.
- Contact the project's emergency number.
- Contact Aberdeenshire Environmental Health for advice.
- Report suspected environmental pollution to SEPA.
- Follow official advice on whether and how the water may be used.
- Keep every response and expense record.
Do not assume boiling will make chemically contaminated water safe.
Three-sentence evidence format
Evidence labels
- Verified fact: confirmed by an official record, competent report or reliable direct evidence.
- Reported local concern: an observation requiring consideration or further checking.
- Pattern evidence: another project showing a possible risk, monitoring method or solution.
- Question for authorities: a material water point that remains unanswered.
Water must be understood before the ground is opened. Monitoring cannot replace prevention, and compensation cannot restore every damaged source or habitat.
What this guide does not say
- that every construction project will pollute;
- that every water change is caused by nearby development;
- that one clean sample proves no risk;
- that residents should collect hazardous samples;
- that generic thresholds fit every river or supply;
- that monitoring can replace prevention.
